The Bylaws written below can only be changed after having two voting sessions in which there is a 2/3’s vote for the change at each session.

  1. The owner’s / organizational meeting will be held the 1st Monday of August of each year at 7:30PM @ Italian Club.

  2. The officer’s shall handle league divisions and schedules by the luck of the draw with the two division champions in the same division.

  3. Divisions: The league will strive to be comprised of an even number of teams, two conferences the National and the American, both consisting of an equal number of teams.The schedule of play shall be an even parity accross the divisions. Each team will play every team in the league once and will then play only the teams in their division a second time.

  4. Entrance Fee: All new teams or teams moving to a new bar or club shall pay an entrance fee to join the league. All existing teams shall pay an annual fee to the league. All monies are due at the owner’s/ organizational meeting. Existing teams changing bar or club have preference over new teams in joining the league.

  5. Team drop outs: If a team drops out of the league, they may not return until they are voted back into the league, at a scheduled league meeting, and they must forfeit all monies paid into the league up to the time they dropped out.

  6. Legal Shooter: To be on the roster of the S.V.P.L. a shooter must be of legal drinking age. If a team is found with a minor on the roster, or if a non-roster shooter shoots, all matches for that evening and all prior matches shot by that shooter for the season will be forfeited by the offending team.

  7. Roster sheets must be turned in at the October and December meetings.The Roster shall have a maximum of 20 shooters. Once a shooter signs a roster and shoots for that team they are committed to the team! Any shooter wishing to move to a new team must wait until the begining of the 2nd half which starts after the 11th week (11/16/05). The shooter must inform the old team Captain of the switch! This change may take place only at the half.

  8. Meetings: A representative of each team must be present at each meeting. Only these people will speak for their respective team. A fine will be imposed for each scheduled meeting missed, this fine will be paid by the captain of the offending team before the next scheduled meeting or the fined captain will be banned from shooting until all fines are paid in full. The fine is a $10.00 progressive fine for missed meetings ($10.00 for the first, $20.00 for the second, $30.00 for the third etc).

  9. Postpone Matches: In order to postpone a scheduled match, the captain of the team wishing to postpone must notify the opposing captain at least three hours before the scheduled match (5:00pm) is to begin. Call in the postponement to the number given for results. If this is not done is this manner, the team failing to cooperate with this by-law will forfeit the match. If a captain requests a postponement, the request should be granted. All postponed matches must be shot before the next scheduled match.

  10. Bad Weather: Any postponement called by the SVPL because of snow or otherwise bad weather conditions, the matches will be made up at the end of the season thus delaying the play-offs until all matches are made up.

  11. Match monies: Both the home and visiting team participating shooters shall donate a fee of $2.00 before shooting their respective matches. At the end of the fifth match, the home club shall donate $5.00 for a total of $25.00 per night, not including the scratches. The money collected each night and the score sheet must be mailed to the league address in the envelopes provided immediately following the final match. No team shall owe more than 3wks of match money! If this occurs the team will forfiet all subsequent matches until payment is rec'd. Any paym't that does not clear will be subject to a $25.00 fee. Note: No money shall be collected during the play-offs.

  12. Calling in Scores: All scores must be called into the league secretary immediately following the final match. Failure to call in a nights score will result in a $5.00 progressive fine to the team captain.

  13. League playoffs: will be the first 4 teams in each conference, with the 1st place team playing the 4th place team and the 2nd place team playing the 3rd place team. These games will be the best of seven that night. The team with the winningest record will be the home team. The winners of thoses 2 matches will play for the division championship. Division champs will play the other conference for the league championship, and that will be the best of 7 matches, played in one night. The location off the final championship match will be agreeded to by the particpating captains. Each match will have a referee that will also handle the blind sign in of shooters participating in the match.

  14. Best of the rest playoffs: The 5th place team will have a bye ( NOTE: The 5th place captains in ea. division will referee the best of the best matches) , the 6th place team will play the 7th place team and the winners will play the 5th place team for the division Best Of Rest, division bor's will play the other division conference bor's for the league bor right's, and that will be the best of 7 matches, played in one night.

    The team with the best winningest record is the home team.

  15. Eligibility: To be eligible to shoot in the play-offs a player has to shoot in at least 7 regular season matches and at least 5 matches for the playoff team and be on the teams second half roster. Shooters who where available to play and won their matches because of forfeits, will count towards the required seven matches. All eligibility sheets must be received prior to the start of the playoffs. It is the Captians responsibility to ensure all shooters are eligible to shoot in the playoffs.

  16. TIES: If two teams are tie at the end of the season, the teams in the tie will shoot 5 games to break the tie. This must be completed before the first scheduled play-off match.

  17. Scheduling Conflict: If two teams of the same club have home advantage during the playoffs, the team with the winningest record will have choice of the home advantage. In the event of scheduling conflict, League Officers will make the final scheduling decision.

  18. Referee's: A referee of the officer’s choice shall be appointed for the league finals and the best of the rest finals only.

  19. Two free tickets for the banquet will be given to each sponsoring organization, regardless of the number of teams sponsored.

  20. Equipment: Matches shall be played on the equipment available at that particular bar or club except that only FELT table covers are permitted for SVPL use.

  21. Sportsmanship: Any shooter involved in a fight while attending a pool match or any league function will be barred from shooting in the league until the next scheduled meeting at which time he/she must be voted back into the league by the league captains and officers.

  22. If a shooter is flagged from a bar or club, it is the decision of the bar or club if they are allowed to participate that evening. It is the captains responsibility to know who is flagged on his / her team. The captain must either obtain permission from the bar or club for the flagged shooter to participate or make sure the flagged player does not enter the bar – failure to comply – automatic 5 game forfeit for the night.

  23. The 5 officer’s of the S.V.P.L: the President, Vice President, Secretary, Treasurer, and Sergeant at Arms, shall always have the decision-making authority in lieu of a captain’s meeting with a 4/5 majority.
